MESA COUNTY . HEALTH DEP ID :3032486972 h1AR O1 ' 94 Idn . 003 P .01
l!I-!. i tf>, Cap.
Iv .SAAJP: 4 UCZAY
of•/1 - 6,72 0 4Uc
(',om f FRl✓D+l
To: Mesa County Planning Department .ncNo zvlclLb
From: Mesa County Health Department/Environmental Health Divisi ._.
Date: 2/18/94
Re: Project C30-94 Conditional Use Permdt for Orchard Mesa Gravel Pit/
Mountain Region Corporation/Sandra Ducray petitioner,
Review Agency Conments:
Mountain Region Corporation currently has an Air Mnission Permit (9214E373F)
from the Colorado Department of Health which applies to its current operation
located at 117 29 3/4 Road, Grand Junction, Mesa County, Colorado. The permit
pertains to a screener (91ME373F-1) for the processing of aggregates nuned at
the site and for the actual gravel extraction (91ME373F-2) including topsoil
removal and stockpiling, overburden, raw material , and for loading and hauling
these materials. In addition, a Fugitive Particulate Emissions Control Plan
accompanies the permit.
An inspection of the existing gravel pit and the proposed area fo exparLvion
was made on February 18, 1994. During the inspecoion, it was noted that-ail'
requirements for the extraction, storage, hauling and reclamation of materials
were being met, It should also be noted that no air emission cuTplaints have
been received concerning normal operation activities. One area of concern
relating to dust control is the proper stabilization of material stockpiles
and haul roads during high wind evontsr,_The exposed nature of the hilltop
location makes the source s ect to high dust ss ons urrno Unusual
weather related events. The saw concern been express or ,e
neigborring OrcHAk"esa Landfill . This Department believes that the source
has demonstrated its ability to prevent high dust emissions durinq these
events.
Soma confusion apparently exists concerning Pg. 6 "Proposed Lard use" of the
petitioners proposal prepared by Mr. Tan Logue:
In paragraph 1, he states that the total mining activity would be. at least
"15 years" but at maximum production levels, it is apparent that the amiotart of
aggregate in the expansion area would only support such a level of activity
for approximately 5 years. This point needs to be clarified by the
petitioner. Currently, Plydssion Permit 914E373F-2 stipulates that "Production
of gravel shall not exceed 6,000 tons/day and 200,000 tons/year," This will 11000
be changed to read "Production of aggregate shall not exceed5x# tons/day or
200,000 ton/year." Total material yields are estimated at ap ri5ximately
1,000,000 tons over the life of the operation, The majority of material
extracted will be used as pit-run for fill and will therefore not be screened.
Paragraph 3 fails to detail a mechanized screener for which the petitioner has
an existing air emission, permit. This screener has been used s
mainly for reclamation pun,0 es, and eaturees water spray bars for control of
Ust emissions. I s permutteMproduction levels are not to exceed 162 ton/hr
or 81,000 ton/year. In addition, a water truck featuring a staiuzing spray
mist can be used in conjunction with the operation if necessary to ronttol
emissions.
