<br />3.1.5(10-, regarding prevention of unauthorized release of pollutants to the <br />surface drainage system; <br />3.1.51111, regarding unauthorized release of pollutants to groundwater from <br />any materials mined, handled or disposed of within the permit area; <br />3.1.61111a) and Ib); <br />3.1.6(2) and (31, as stated above under item 9; <br />3.1.8(11, regarding potential impacts to wildlife migration routes; <br />3.1.911) and 131, regarding how the operator will establish a protective <br />vegetative cover and control erosion of the proposed steep 1 H:1 V sloped <br />topsoil stockpiles. It appears that measures such as gentler slopes, interim <br />revegetation and/or other erosion control techniques may be necessary in <br />order to ensure adequate erosion protection; <br />3.1.10(11, please remove the statement on page 16, indicating that <br />vegetative cover of 70% of the original cover is adequate for release, <br />because it potentially conflicts with the revegetation requirements of Rule <br />3.1.10(11; <br />3.1.10(41, regarding the texture and fertility of the salvaged topsoil and the <br />waste fines to be used as topsoil; <br />3.1.10(5-, regarding whether soil amendments and fertilizers shall be applied; <br />3.1.1016), please note that Rule 3.1.1016) requires the operator to employ <br />weed control methods for all affected lands, regardless of the pre-permit <br />weed infestation. <br />12. Pursuant to Rule 6.4.512-Id) and (f-(ii), please specify types and quantities of the <br />trees and shrubs to be transplanted along the north, west, south and southeast <br />perimeters of the proposed ponds and between the ponds, as indicated on page 22, <br />Map F-1. <br />13. Pursuant to Rule 6.4.61a), please clarify the statement on page 15 of the <br />application which states that maximum slopes above the water line will range from <br />2H:1 V to 3H:1 V. Please indicate in the reclamation plan text and map where <br />2H:1 V slopes are proposed. <br />14. On page 24 of the application, the applicant states that there are no wells within <br />600' of the proposed free water surface and that no impacts on any wells are <br />anticipated. Please provide an appropriate hydrologic demonstration to show what <br />affects the excavation and dewatering activities may have on the groundwater <br />4 <br />
