Comorehensive Facility lnsoections: The permittee will be required to make a thorough inspection of their <br />stormwater managemem system, at least twice per year (in the spring and jail). These inspections must be~ <br />documemed and summarized in tht annual report. (See Parr /.D.2.e. and f. ojthe permit.) <br />Anrwa! Reoon: The permittee will be required to submit an annual report, covering January I through <br />December 31 ojeach year, on the overall compliance with the SWMP. <br />5. Economic Reasonabfeness Evaluation: Section 25-8-503(8) of the revised (June 1985) Colorado Water Oualirv <br />Controf Atr required the Division to "determine whether or not any or all of the water quality standard based <br />effluent limitations are reasonably related to the economic, environmental, public health and energy impacts to the <br />public and affected persons, and are in furtherance of the policies set forth in sections 25-8-192 and 25-8-104. " <br />The Regulations for the Stale Discharge Permit System, 6.1.0, funkier define this requiremem under 6.12.0 and <br />state: "Where economic. environmental, public health and energy impacts to the public and affected persons have <br />been considered in the classifications and standards setting process, permits written to meet the standards may be <br />presumed to have taken into consideration economic factors unless: <br />a) Anew permit is issued where the discharge was not in existence at the time of the classification and standards <br />rufemal~ng, ar <br />b) In the case of a continuing discharge, additional information or factors have emerged that were not anticipated <br />or considered at the time of the classification and standards rulemal~ng. " <br />Furthermore, this is nor a new discharger and no new information has been presented regarding the classifications <br />and standards. Therefore, the water gttalin• standard-based efjluem limitations of this permit are determined to be <br />reasonably related to the economic, environmemal, public health and energy impacts to the public and affected <br />persons and are in furtherance of the policies set forth in Sections 25-8-101 and 104. /f the permittee disagree~h <br />this finding, pursuant to 6.12.0(2)(b) the permitree should submit al! pertinent information to the Division dur, <br />public notice period. <br />B. Monitoring <br />Effluent Monitorine: Efjiuent monitoring will be required as shown in Tables VI-9 Through VI-Il.
