Section 744.13 (a) Continued. <br />• and post conspicuous signs at the location of all surface openings to <br />prohibit entry of unauthorized persons. <br />As delineated in Section 816.131, Energy Fuels will comply with the <br />provisions regulating temporary abandonment. Likewise, in the <br />event of a temporary abandonment as set forth in Section 816.131, <br />conspicuous signs will be placed at all entrances to the mine to <br />prohibit entry of unauthorized persons. <br />(b) Permanent abandonment. <br />(1) Before permanent abandonment of coal exploration or surface coal <br />mining and reclamation operations, all affected areas shall be closed, <br />backfilled, or permanently reclaimed in accordance with 30 CFR 816.132 <br />or 817.132 as appropriate. In addition, drill holes, trenches, and <br />other excavations for coal exploration, development, or prospecting <br />• shall be abandoned in a manner that protects the surface and does not <br />endanger any present or future underground mining activities or any <br />deposit of oil, gas, or other mineral resources, or ground water. <br />(2) Methods of permanent abandonment shall be approved in advance by <br />the Regional Director, under the mine plan and the permit. Abandonment <br />shall include backfilling, regrading, revegetating, cementing, and <br />capped casing, combinations of these or other methods, in accordance <br />with the requirements of Subchapter K of this Chapter. Reclamation and <br />clean-up of permanently abandoned surface coal mining and reclamations <br />operations shall commence, without delay, following cessation of mining <br />operations. <br />As indicated in Section 816.132, Energy Fuels will close, backfill, <br />or permanently reclaim surface coal mining and reclamation opera- <br />tions before any permanent abandonment.
