§2.04 APPLICATION FOR PERMIT FOR SURFACE OR <br />MINING ACTIVITIES -- MINIMUM <br />REQUIREMENTS FOR INFORMATION ON ENVIRONMENTAL RESOURCES. <br />§2.04.3 General Requirements: Site Description and Land Use Information. <br />(1) ( Cont'd .) <br />Harner & Associates, Inc. of Littleton, Colorado, was contracted to <br />complete detailed soils and vegetation analyses for the Orchard <br />Valley West Mine site. An Environmental Assessment was also <br />completed for rights-of-way from the Bureau of Land Management for <br />the Orchard Valley West haul road and 96KV powerline. See the <br />reports in the Vegetation Appendix in Vol- ume 9A and Soils Appendix <br />in Volume 9 for additional information. <br />With this background and the additional data generated specifically <br />for the present application, Colorado Westmoreland Inc. sets forth <br />in this Part 2.09 a description of the existing, pre-mining <br />environmental resources within the proposed mine plan area and <br />adjacent areas. A number of appendices, such as the BLM Technical <br />Evaluation and Environmental Assessment (see TE/EA Appendix in Volume <br />9A) are also supplied for convenient reference. <br />(2) No answer required. <br />(a) <br />The permit area to the North of Highway 133 is rugged <br />mountainous terrain predominantly covered with pinyon-juniper <br />and oak brush (see Vegetation Section 2.09.10 for specific <br />discussion of vegetative types) and is generally acceptable as <br />rangeland (see Map 9-1). Because of the low productivity of <br />these vegetative types, livestock grazing is usually <br />short-term. Livestock is moved to more productive grazing <br />allotment on Federal (U.S.D.A. Forest Service) lands north of <br />the permit area within a few weeks of being brought to the <br />area.
