The original work was performed during 1976 by Thorne <br />Ecological Institute of Boulder, Colorado. Thorne Ecological Institute <br />gathered baseline data on original fee coal properties and areas to be <br />. disturbed by surface development. They studied physical, biological, <br />and human environmental resources. <br />~^ <br />Subsequent environmental baseline data gathering, studies, and analysis <br />were undertaken for the lease areas of: Izase C-25079, Lease C-27432, <br />Lease D-036955, Lease C-27432 modification, Lease C-37210, and Lease <br />COC-53356. This information was submitted as permit applications, <br />permit revisions, technical revisions, and minor revisions. This <br />doctm~ent summarizes all the information that has been previously <br />submitted. <br />Other studies and refinements have resulted from promulgation of: 30 <br />CFR 211, Colorado Mined Larxl Reclamation Act Section 104 (4); 30 CFR <br />700 interim and pernanent regulations, and Colorado Mined Land <br />Reclamation Act, Article 33 of Title 34, as amended. <br />COVCC is cw.-rently operating on Permit No. C-81-038. The five year <br />mine plan (see Map No. 2-5) delineates areas to be mined in the permit <br />term. Ct3VCr will renew this permit, as necessary, for mining within <br />the life-of-mine area. <br />The Bureau of Land Management (BLM) performed technical analysis and <br />environmental assessments on the 310.5 acre tract of Federal Coal Lease <br />C-25079, The 854 acre tract of Federal Coal Lease C-27432, and the 160 <br />acre modification tract of Federal Lease C-27432. An environmental <br />Impact Statement addressing coal leasing within the Uinta-Southwestern <br />Utah Coal Region was completed by the BIM prior to the issuance of <br />Federal Coal Lease C-37210.
