<br />Section 816.41(a) Continued. <br />As a preliminary step in minimizing adverse changes, baseline water <br />quantity and quality data have been and are being collected, com- <br />piled and analyzed. The life-of-mine hydrologic monitoring program <br />is outlined in Section 780.21. This data will provide detailed <br />information on surface and ground water quality, aquifer character- <br />istics, surface water drainage patterns, and climate and geology. <br />A thorough discussion of each of these topics is presented in <br />Sections 779.13 through 779.16. The results of data analyses are <br />discussed in detail under Section 780.21. In addition, Section <br />780.21 details the specific mining and reclamation techniques which <br />Kerr Coal will implement to minimize changes to the prevailing <br />hydrologic balance and to demonstrate that there will be no long- <br />term adverse changes to the prevailing hydrologic balance. <br /> (b) Changes in water quality and quantity, in the depth to ground <br />. avatar, and in the location of surface water drainage channels shall be <br /> minimized so that the approved postmining land use of the permit area 1s <br /> not adversely affected. <br /> The primary postmining land use in the Mine Plan Area will be <br /> rangeland, requiring minimal supporting water requirements. The <br /> discussion under Section 780.21 and Section 780.23 demonstrates <br /> that surface water in the mine plan area and adjacent area will be <br /> adequate in terms of both quantity and quality to support grazing <br /> activity. Ground water, aside from a developed spring in T9N, <br /> R78W, Section 22, is not used for cattle watering. This spring, <br /> which is fed by an isolated gravel deposit, will not be disturbed. <br /> As described in Section 780.21, the major drainage channels of <br /> Williams, Bush, and Sudduth Draws will be protected by posted <br /> buffer zones.
