<br />2.05.4 Reclamation Plan <br />(a) Timetable <br />The Golden Eagle mine terminated extraction of coal December 31", 1995. Map 3A, <br />Mine Plan, shows the extent of mine development at the time of mine closure. Existing <br />stockpiles of coal at the mine site were trucked to an offsite processing facility during <br />January of 1996. During the first quarter of 1996, equipment was removed from the mine <br />in preparation for sealing of the mine openings. <br />Five entrances to the mine, the portal slope and four airshafts were sealed during the <br />second quarter of 1996. The ventilation fans and ancillary equipment were dismantled <br />and transported to the supply yard. Seals constructed of concrete reinforced with steel <br />rebar and I-beams were placed over the airshafts. A second concrete seal was then placed <br />over the concrete cap and tied into the shaft collars. A temporary concrete block seal <br />was placed inby the portal entrance. Immediately outby this temporary seal, a massive <br />reinforced concrete seal was constructed. The remaining exposed mine entry, <br />approximately twenty feet in length, was then backfilled and compactedwith fill material <br />in two foot lifts. <br />All mining equipment, supply inventories, and permanent buildings were sold at public • <br />auction in August. The equipment and supplies mere removed from the site during <br />August. Dismantling of the structures continued into September of 1996. The unsaleable <br />structures, concrete footers and foundations were demolished in October. The remaining <br />iron and steel was salvaged for recycling. Approval was received from the Division for <br />onsite disposal of the concrete within the area excavated for the mine slope. Dismantling <br />of the railroad spur was completed in November. The rail, ties, and ancillary equipment <br />were salvaged. Broken ties were disposed of at the concrete disposal site. <br />Mine dewatering was stopped at the end of Mazch 1996. This allowed water remaining in <br />ponds 002 and 005 to evaporate during the spring and summer. The plastic liner in pond <br />005 was removed and disposed of off-site. <br />The pond liner and all other unsalvageable debris was transported off-site to the Trinidad <br />Landfill. Unsaleable inventories of petroleum products and used oils were disposed of <br />through licensed recyclers. Prior to dismantling the Golden Eagle office building, <br />asbestos floor tiles were removed from the floor of the bulding and shipped to an <br />approved disposal facility. All records of material transport and disposal are maintained <br />with the Golden Eagle permit documents. <br />Backfilling and grading was started in October of 1996. All areas were recontoured and <br />graded according to the approved post-mining topography as shown on Map 13. • <br />2.05-14 (Revised 09(25/98 - 7'R-SOj <br />
