• The pond 005 embankment was pushed back into the excavated pond area and
compacted. The topsoil salvaged during pond construction was spread over the
recontoured pond area to a depth of approximately one (1) foot. Similarly, the pond 002
complex was backfilled and graded. Topsoil was not available for reclamation of the
pond 002 area.
The coal processing waste pile was covered with three feet of nontoxic non-combustible
cover followed by one foot of topsoil. A topsoil borrow azea was permitted west of the
employee parking lot to provide sufficient material to achieve the required material depth.
Areas that had been regraded to the approved elevation contours were seeded and
mulched in the fall of 1996. These areas included the water tank pad and access road,
longwall substation, service drop, ponds 002 and 005, the supply yard, topsoil stockpile
footprints, and the employee parking area. The topsoil borrow area and coal processing
waste disposal area were seeded in May of 1997.
In August 1998, Basin Resources submitted a study to the Division of Minerals and
Geology demonstrating that the drainage azeas reporting to sediment ponds 003 and 004
were adequately vegetated and met the criteria of rule 4.05.2(2). Approval to remove the
Sediment Ponds was granted by the Division and the ponds were reclaimed in November-
. December of 1998.
Mine facilities that will be used for production of methane gas, including ventilation
shafts, methane degas wells, and access roads to these facilities were approved for an
Industrial Use post-mining land use classification. These facilities were bonded with and
will be reclaimed in accordance with the rules of the Oil and Gas Conservation
Commission. These facilities are discussed in more detail in Exhibit 31.
(b) Reclamation Cost Estimate
A detailed cost estimate of the reclamation plan is included in this permit application.
Supporting calculations for the bond and reclamation cost estimate can be found in
Exhibit, l9, Bond Calculation.
(c) Backfilling and Grading
The surface disturbance area was backfilled and graded to blend with the surrounding
topography and comply with the approved post-mining topography. (A pre-mining
topographic map of the Golden EagleMine area with 10 foot contour intervals was not
available). Steep or long continuous slopes were avoided were possible. The final
contours are shown on Map 13, Post-Mining Topography and Cross Sections.
• 22.05-15 (Permit Renewal-Revision-3/31/00)
RN -03
