Smrmwarn Mana~cmrnt Plan
t available records pertaining to the implementation of the SWMP for the Reclaimed Chimney
Rock Coal Mine. The records will be kept in a log. These records will be established and
maintained by Kaiser Steel Resources at its location in Pagosa Springs, Colorado.
Best Management Practices
' Kaiser Steel Resources will coordinate applicable Best Management Practices at its
Reclaimed Chirrtney Rock Coal Mine to reduce or eliminate pollutants entering waters of
' the U.S. and the State of Colorado.
Best Management Practices, as defined by the U.S. Environmental Protection Agency, are
' those schedules of activities, prohibition of practices, maintenance procedures and other
management practices including treatment requirements, operating procedures and other
practices to control site runoff, spillage or leaks, sludge or waste disposal, or drainage from
' raw material storage areas.
The following discussion gives the specific application of these practices at the Reclaimed
Chimney Rock Coal Mine by Kaiser Steel Resources and establishes these management
practices to control pollutants in stormwater discharges. The Chimney Rock Coal Mine site
was completely reclaimed in 1991, including removal of all buildings (all pre-fah or mobile),
temporary roads, and related facilities. The removal of these facilities and the ceasing of
operation represents a highly significant and effective form of stormwater management.
' Practices to control site runoff at the Reclaimed Chimney Rock Coal Mine have been
extensive and reflect the extent to which Kaiser Steel Resources has worked diligently to
' schedule activities, to prohibit practices, and to maintain procedures which restrict or prevent
pollutants in public waters. For example, four impoundments or sedimentation ponds (002,
003, 004 and 005), interceptor ditches, and terraces are maintained to control runoff.
' Kaiser Steel Resources has also instituted an annual rill and gully inspection program for the
reclaimed mine site. It is conducted in June to determine if erosion techniques are
successful. If gullies or rills requiring repair are identified, Kaiser Steel Resources will
implement appropriate actions to control further erosion of the site.
' No sludge or waste disposal occurs at the Reclaimed Chimney Rock Coal Mine as a Best
Management Practice. In addition, raw materials are not stored at the site, avoiding
drainage from raw material storage areas and no hazardous materials are stored there.
1
~ ~~®
