<br />Extraction of sand is to be limited to tl,e sand bar located on tl,e west
<br />bank of t},e Animas River, w},ic}: is about 1 to 1.5 a res in size. T},ere
<br />shall be no stockpiling of materials, nor storag of any equipment,
<br />machinery or vehicles on tl,e site, except for tl a front-end loader
<br />daring tl,e actual mining operation. Z'l,ere is to be o cntsl,ing, proces-
<br />sing or stockpiling of any materials on the site. Access shall be
<br />limited to solely off U. S. Hwy. 550. Hauling of materials from tl,e
<br />site is to be limited to no more than five truck tr s per day, and tl,e
<br />tracks are to lave no more than ten to twelve yards attling capacity.
<br />3. Enviro[,mental impacts: Noise: Given t},e proximity of resi-
<br />dences in tl,e vicinity, vehicle and equipment opera ions may be audible
<br />to persons in tl,e immediate area. In order to itigate suet, noise
<br />impacts, il,e operator should be regt[ired to lave all equipment and
<br />vehicles on t},e site mufflered at all times. Tl,e ltottrs of operation
<br />would be confined to daylight and in no case sortie than 7:30 a.m. nor
<br />later than 6:30 p.m. Monday througl, Saturday. here s},ould be no
<br />crashing or other processing of materials conducted on the sitr_ at any
<br />time. All hauling and equipment movement should a confined to t},e
<br />mining area and t},e l,at[1 road accessing U. S. Hwy. 5 0.
<br />Dust: Given tl,e site's proximity to re idences in tl.e vi-
<br />cinity, any haul road to il,e site from U. 5. Hwy. 55 should be graveled
<br />to control dust.. The operator should nse appropr ate techniques and
<br />materials to control any dust: w1,ic1, may be generate by tl,e extraction
<br />and loading operation, so as to prevent. any detectab a levels of dust or
<br />particulates from leaving tl,e site.
<br />Odor: There st,ou.ld be no apparent signif~lcant adverse odors
<br />associated with the proposed operation.

<br />Water: Tl,e proposed operation is to be located within tl,e
<br />floodplain and floodway of t.},e Animas River. Accor ingly, there should
<br />be no operation below tl,e water line of t},e Animas aver. T},ere si:ould
<br />be no operations w},en t},e Animas River is at high wa er or when there is
<br />any flood danger present. Any equipment or mac},i ery present at the
<br />site should be promptly removed during l,igt, water o when flood danger
<br />is present. T}tere s},ottld not be any encroachments, fills, structures,
<br />or ettbstantial improvements within tl,e floodway wl, cl, would require a
<br />technical review under t},e County's floodplain ordin ace.
<br />4. Impacts on Land Valacs: Conflicting evi sacs and testimony
<br />have been received concerning tl,e impact of extra tang operations on
