52,05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND MINING ACTIVITIES --
MINIMUM REQUIREMENTS FOR OPERATION AND RECLAMATION PLANS.
2.05.6 Mitigation of Surface'Coal Mining Operation Impacts. (Cont'd.)
(3) (b) (i) (Cont'dJ
access road used by recreational and summer
residents. No additional sedimentation or
erosion is expected by changing the route from
the existing configuration.
In summary, surface water on lands adjacent to
tl~e disturbed Orchard Valley West Mine site is
protected in Cwo basic ways. First, all water
up-drainage of the disturbed area is routed
around [he operation by means of a diversion
ditch. '[fie diversion ditch has been designed
[o contain and route away a 100-year, 24-hour
storm event.
Secondly, all water from disturbed lands with-
i~i the disturbed area will be routed through
$E ate and Federally-approved sedimentation fa-
cilities. Any discharge from the sedimenta-
tion pond must meet all State and Federal
. quality standards. ,•
~'~~'•~`~~ 'Becaus'e~'`of the•"difficul[y~ in constructing a
sediment pond on the outslope of the embank-
ment area, an exemption to sedimentation fa-
cilities was granted for these areas. Appro-
priate revegetation efforts such as mulching,
erosion control matting, etc, will ensure low
sediment levels.
Specific information on the sedimentation
ponds and site drainage plan may be found in
Section 2.05.6(3)(a) and 2.05.6(3)(b).
Because drainage from the OVWM water tank and
ventilation shaft areas could not be diverted
to Che existing sedimentation pond at the.mine
site, CWI has proposed a small area exemption
to sedimentation facilities for this area.
The sites would be revegetated and a siltation
fence constructed to control sedimentation
from the site. Refer to the small area exemp-
tion application in the Drainage - Ditch De-
sign ~ Location Appendix in Voleane 8,
~nr,= r-~~~r.~r•~ r,Yv ac ~ ~ -• ~.av..+r rta: 5icirr;>,•; -•:a~r• ., /+dded 10 /lz/86
... .} 'r.r: ;,; 1;. •;•R ,. ;r:..
