(Cont'd,) <br />(3) (b) (i) (Cont'd.) <br />All ventilation shafts and portals to be con- <br />structed in conjunction with the Orchard Val- <br />ley West Mine site development will be lo- <br />cated, designed, constructed, and utilized so <br />as to prevent or control gravity discharge of <br />water from the mine as required by Section <br />4.05.10. Protection is afforded by the natur- <br />al down-dip of the coal seam away from the <br />portal entrance, thereby preventing gravity <br />discharge of mine drainage. <br />As discussed in previous sections, CWI commit- <br />ted to water rights protection strategy <br />throughout the permit area. All of the pro- <br />visions of that plan remain in effect. <br />The Orchard Valley k'est Mine site has small <br />disturbed acreage. Appropriate sedimentation <br />ponds and site drainage are designed to pro- <br />• tect the quantity of surface and groundwater <br />both within the proposed and adjacent area <br />from adverse effects from proposed coal mining <br />~,-0, activities. Where protection cannot be en- <br />sured, alternative sources of water are avail- <br />able as stated in the k'ater Protection Strate- <br />gy <br />A small landslide was identified above the in- <br />let structure of the culvert. A rock toe but- <br />tress approximately 40 feet high, 100 feet <br />wide, and 30 feet in depth was constructed at <br />...the base of the slide from sandstone and ba- <br />salt boulders obtained during excavation of <br />the mine bench. The slope of the buttress was <br />approximately 1:1 and met, but did not ob- <br />struct, the stream channel. A french drain <br />was constructed across the top of the land- <br />slide along the cut bank of the "Blouch Road" <br />to drain flows believed to be contributed by <br />the "E" coal seam and overlying strata.
