Section 780.16 (a) Continued. <br />U <br />Pro~osad Plan foi'lIitigatioci of Adverse Impacts"to Aildlife'="Keri <br />Tipp la Area <br />The facilities at the Kerr Tipple Area have been fully operational <br />since 1974. During the six (6) years of operation, it is believed <br />that an equilibrium between the wildlife of the area and the opera- <br />tion has been achieved. Except in the few isolated instances <br />discussed below, no supplemental mitigation measures in addition to <br />the planned reclamation program for the Kerr Tipple Area are re- <br />quired. <br />Agdatic "Biota. Protection of the adjacent wetland ie one of the <br />prime concerns of Kerr Coal in its management of the tipple. To <br />this end, Kerr Coal will carefully maintain and monitor the sedi- <br />mentation pond at the Kerr Tipple Area to ensure that it functions <br />properly to reduce the quantity of suspended solids leaving the <br />• area, which might otherwise adversely affect the aquatic habitat <br />along and in the Illinois River. In addition, Kerr Goal will <br />continue to implement its dust suppression program and to maintain <br />its dust suppression equipment to minimize any potential accumula- <br />tion of organic matter in the wetland habitat. Based upon the <br />aquatic biological investigations of Britton (1979) and Propst <br />(1980), Kerr Coal believes that the continued implementation of <br />these environmental control measures will effectively mitigate any <br />adverse impacts to aquatic biota. <br />Bald"Eagles. To protect against electrocution, special eagle <br />roosts will be installed on the power poles at the Kerr Tipple <br />Area, as more fully discussed in Section 816.97. <br />(b) A statement explaining how the applicant will utilize impact con- <br />trol measures, management techniques, and monitoring methods to protect <br />. or enhance the following, 1f they are to be affected by the proposed <br />activities: <br />780-48 <br />
