Ten 40-acre mining stages are proposed. This leaves over 200 <br />acres unaccounted for in the plain. An examination of the reclamation plan <br />map (Exhibit F) shows that the entire 606 acres will be involved in the <br />mining. I have two comments here: <br />a. The exact boundaries of the stages should be shown on the <br />mining plan map (either fifteen 90-acre stages or ten 60-acre <br />stages). <br />b. If only ten 40-acre stagea are planned, the extra 206 acres <br />should be accounted for, and the discrepancy between the mining <br />plan map and the reclamation plan map should be explained. <br />3. It appears that the access to the operation is to be from the north <br />using the obvious access corridor. However, after the access corridor <br />joins the main body of the permit area, the situation is not so clear. <br />The access road to the southern stages where mining will begin should be <br />indicated on the map and bonded as affected Land. <br />9. Planned locations for topsoil stockpiles, fixed equipment, sediment <br />~ control structures (as suggested by the Soil Conservation Service) product <br />• stockpiles, planned direction of mining, and any other parts of the mining <br />operation best shown by a map should be shown on the mining plan map. <br />This can be done either for a given stage as illustrative of how stages <br />will be done or for the entire permit area where appropriate (for example, <br />sediment control structures). <br />Exhibit D <br />1. What are to be the slopes of the working faces of the pit? <br />2. The difference between"overburden" and "topsoil" is not clear, <br />Why is only the top 5" of topsoil to be stripped and saved for use in <br />reclamation? Please justify this more fully. If the overburden is as <br />variable as you have described, it is difficult to understand how it can <br />be originally moved into a final reclamation configuration that will allow <br />contours to approximate those given on the reclamation plan map. Perhaps <br />this can be illustrated more clearly on the mining plan map. <br />3. A more detailed and clear description of sediment and drainage control <br />for the site during the operation is needed. Cross sections and detailed <br />descriptions of proposed ,sediment ponds should be provided. <br />4. Since it is obvious that the gravel deposit will probably not permit <br />one phase to be completed before the next is disturbed and features such <br />as the haul road will exist outside of the mining phases, a more complete <br />description of the total disturbed area (at any oPe time) is needed. <br />5. What equipment is to be used in the mining operation (mobile and fixed)? <br />6. Wi11 waste fines be produced that will need placement during reclamation? <br />
