Pfr. Frank M. Graham, Jr.
January 13, 2982
Page -3-
Exhibits E & F
1. Z do not understand your use of the word "minimum" with slope designations.
My understanding was that the maximum steepness of slopes was to be 3:1 in
the pit and 6:1 in the drainages. Minimum slopes of 3:1 implies that some
will be steeper than 3:1, and I am sure that this is not to be the case. Please
clarify this matter.
2. Please clarify how "overburden" will be used in reshaping the pit.
The method of placement of such material and where and when it is to be placed
is still not clear to me.
3. Why is only 5" of topsoil to be used in reclamation? The drill logs in
this exhibit show topsoil to be 1' deep. Considering that slopes (which will
probably have erosion problems) are to be revegetated as well as extensive
flatter areas, this seems like a rather minimal amount.
4. What criteria wi1Z be used to judge when erosion control methods such as
diversion ditches, check dams, terracing, etc. are necessary to the reclamation
of slopes? Rre such devices to be considered a part of the final reclamation
7 or a way to achieve final reclamaition? For example, a diversion ditch requires
ongoing maintenance, and a terrace does not.
5. More detail is needed on the plans for reconstruction of drainages. Stream
gradients and capacities should be restored to the extent possible. Cross
and longitudinal sections of stream channels could be useful in this regard.
6. Presumably the final reclamation depicted on the reclamation plan map is
somewhat idealized. How much real variance from this map do you expect?
I am especially concerned that the reconstructed stream channels be carefully
considered.
7. Why is the reclamation plan map marked "sheet 2 of 2"?
Exhibit G
1. I have sent a copy of this application to the Division of Water Resources
for their review. When I receive their letter of evaluation, 2 will pass on
a copy to you.
2. Reference my comment number 3 under Exhibit D and my comments numbers 4
and 5 under Exhibit E and F.
3. Now much water will be required for this operation? Presumably this water
is to be purchased from Fountain. Please clarify this matter.
Exhibit X
1. The Division of Wildlife mentions preservation and/or restoration of trees
and ponds on the site. Where are such trees and ponds located, and how are
the suggestions from the Division of Wildlife to be incorporated into the
reclamation plan?
(cont'd~
