Three Bell does fully intend to meet all re- <br />quirements of reclamation whereby topsoil will be stockpiled to be used <br />exclusively for that purpose before any dirt is to be used fot blending <br />with road base or sub-base. <br />There is an area of low land contiguous to the large irrigation canal <br />that will from time to time have some water standing. This will occur <br />during the heavy part of the irrigation season, perhaps lasting 90 to 120 <br />days. It is the intention of Three Bell to fill this area from which dirt <br />was extracted by the irrigation company for the construction of said canal. <br />It is possible to drive over all of subject land throughout the year <br />except immediately after a hard rain or irrigation of crops and pasture. <br />If there were no water deliberately turned on the land to flood for crop <br />production there surely would be no wet spots, no visible signs of water <br />standing and the ground would be hard and dry, except in the area mentioned <br />in the paragraph above. <br />The mining procedure to be used will be in compliance with good mining <br />practices and certainly will not be in violation of County, State or Federal <br />laws. <br />It is anticipated that the mining of subject area will be an ongoing <br />project over the next 20 years. Fox Three Bell to make positive statements <br />at this time in regard to the extent and type of recreation or wildlife <br />would only be words that may have little meaning. Three Bell will surely <br />adopt and use a reclamation plan that has a purpose, as quickly as we can <br />identify that purpose. The reclamation plan will be one that will add <br />maximum value to the unused land upon completion of each phase of mining. <br />To meet this objective we obviously will be committed to the best reclama- <br />tion plan available. <br />Three Bell either has or will employ the necessary expertise required <br />to properly assess the needs of revegetation and trees and shrubs in order <br />that the reclamation process will be ongoing and will initiate scenic quality <br />as well as wildlife diversity. <br />The Colorado State Department of Health has classified the quality of <br />the water of the Cache La Poudre River as B-1. <br />The 1960 U.S. Geological survey taken from water samples of <br />wells along the Poudre River indicate the water to be mod- <br />erate to poor quality. Ground water is not considered <br />suitable for human consumption and water flowing in the <br />Cache La Poudre River is not conducive to the production <br />of trout. <br />If it is a requirement of the Mined Land Reclamation Board that Three <br />Bell produce additional documentation, I would ask that a letter be forth- <br />coming relating to this requirement. <br />Three Bell office located at 1520 East Mulberry, Fort Collins, Colorado <br />
