Depi. of Natural Resources <br />This is an attempt to reply to a letter submitted by the Colorado <br />Division of Wildlife, Said letter was not written and not received by <br />your office prior to the cutoff date of February 25, 1980 as designated <br />for receiving written objections to mining application. <br />Upon reading said letter in its entirety, I had the feeling that <br />perhaps our application for a mining permit was submitted to the wrong <br />department of the government. It would appear that Mr. Grandpre is <br />possessed with a vast amount of expertise in many fields of government. <br />I have taken the time and made a sincere effort to properly assess <br />the impact on wildlife of the subject area. I realize that statements <br />were general in nature regarding the probable impact if the extraction of <br />sand and gravel occur. As mentioned in the application, disturbance along <br />the river will be avoided where possible and the removal of large trees <br />will be given prime consideration. <br />Three Bell reviewed five applications fot the mining of gravel prior <br />to submitting our application and I am of the opinion that the application <br />of Three Bell is equally as complete and accurate as those granted permits <br />to mine. There were two applications that contained pages and paa;es of <br />type that actually had very little meaning or purpose. The Three Bell <br />application meets all of the requirements set out in rules and regulations <br />of Colorado Mined Land Reclamation Board as of July 1978. <br />It is the intention of Three Bell to dress up all areas not mined by <br />using good topsoil to fill low areas which should greatly improve the <br />production of grass. Three Bell has gone to considerable time and con- <br />sideration in regard to land leveling all of the subject area for the <br />express purpose of using all available land, including pasture and hay <br />meadows, for producing all types of farm crops by row crop method. Should <br />the mining permit be denied, Three Bell will surely level every foot of <br />usable land. <br />Bore tests conducted by Empire Laboratories fully indicate an excess <br />amount of overburden of the area to be mined.
