.. '• <br />Page Three March 5, 1980 <br />is approximately 1500 feet east of a newly constructed partial dam across <br />the Cache La Poudre basin. Said obstruction was constructed during the fall <br />and winter months of 1979 by [he City of Fort Collins. The purpose of the <br />earthen structure is to accommodate the building of a bridge and road across <br />the Cache La Poudre River. Where was Mr. C. J. Grandpre when the City of <br />Fort Collins was granted permission to partially dam up the floodway of the <br />Cache La Poudre River? <br />It is not the intention of Three Bell to raise the level of reclaimed <br />land more than enough to give good support to vegetation which Mr. Grandpre <br />has repeatedly talked about in his letter. Should Three Bell raise the <br />level of all of the land lying adjacent to the Cache La Poudre River by a <br />great amount there may be a slight rise in the Cache La Poudre River. Three <br />Bell owns considerable land on both sides of the Cache La Poudre River that <br />is not included in this permit application. I would strongly disagree with <br />Mr. Grandpre in his assumption that land lying south of Three Bell would be <br />more likely to flood because of the proposed Three Bell mining operation. <br />To agree with the statement made by Mr. Grandpre one would have to assume <br />that there would be an increase in the volume of water flowing in the Poudre <br />river below and to the south of Three Bell due to the gravel operation.
