ROAD CONSTRUCTION <br />MCC will construct one classified road and six temporary spur roads in 2003. <br />These roads are Sylvester Road (classified, pending USFS approval of road design and <br />NEPA), 22-02 Spur, 22-01 Spur, 23-03 Spur, 22-05/06 Spur, 23-04 Spur, and 22-03 Spur. <br />Road Name Len h Access to <br />Sylvester 1.0 mi West Flatiron Road <br />22-02 Spur 0.1 mi 22-02 <br />22-01 Spur 0.1 mi 22-01 and 22-02 <br />23-03 Spur 0.1 mi 23-03a and 23-03b <br />22-05/06 Spur 0.2 mi 22-OS and 22-06 <br />23-04 Spur 0.1 mi 23-04 <br />22-03 Spur 0.05 mi 22-03 <br />The approximate temporary road and drill pad locations are provided on Map 2. <br />MCC will field locate the road alignments and pad locations prior to construction for <br />review and approval by the responsible USFS representative. <br />MCC has elected not to construct Wallow Road (USFS 711.A1E) that was <br />approved in the Forest Service Decision Notice dated May 31, 2002, titled Coal Methane <br />Drainage Project Panels 16-24 Mountain Coal Company West Elk Mine. <br />MCC will provide under a separate submittal a road design, specifications, and <br />expected use standazds as required by the USFS and CDMG for the Sylvester Gulch <br />Road. <br />MCC will construct the temporary roads, culverts, rolling dips, gravel, MUTCD <br />signs, gates, and -other mitigation measures as defined in the field with the responsible <br />USFS representative. <br />MCC will reconstruct three previously used temporary roads for use in the 2003 <br />drilling.
