Construction requirements for the routes varies, dependent upon existing <br />conditions. East Bench Road, and West Bench Road as prior drill access roads are <br />currently maintained as an ATV trails. Returning the roadbed to service will require, re- <br />establishing road width, brush removal as necessary, establishing ditches and drainage <br />structures, and adding gravel as necessary. The RAV-1 Spur, formerly a drill access <br />road, currently closed will be returned to service in the same manner as the East and West <br />Bench Roads. <br />MCC requests the ability to use pickup trucks, ATVs, snowmobiles, snow cats, <br />for primary access to the project azea. Specific needs with respect to winter access to the <br />project area will be discussed at the winter operations meeting in the Fall of 2003. Heavy <br />equipment including but not limited to bulldozers, dump trucks, backhoes, track hoes, <br />water trucks, maintainers, will be utilized to construct and maintain the roads during the <br />field season. Prior to road construction, MCC will consult the Forest Service. <br />MCC will construct the temporary roads, culverts, rolling dips, gravel, MUTCD <br />signs, gates, and other mitigation measures as defined in the field with the responsible <br />USFS representative. <br />OTHER CONSTRUCTION ACTIVITIES <br />Other construction activities planned for the project azea in 2003 may include <br />obliteration of user developed ATV trails. MCC will close those ATV trails identified by <br />the District Ranger, under the direction of a USFS representative for field oversight <br />. MCC will also install two to three radio repeaters to improve safety and <br />communications in the project area. These repeaters are solar-powered approximately the <br />size on an office desk. MCC would install them on existing drill pads or staging area <br />locations and protect them with chain link fence panels in the same manner as the degas <br />exhausters. <br />PLANNED EXPLORATION HOLES <br />There aze no exploration holes planned for 2003. In the event a requirement for an <br />exploration hole azises, MCC will locate the drill site and request approval from USFS <br />prior to construction and drilling. <br />DRILLING SCHEDULE <br />MCC will proceed with road construction and drilling activities upon approval of <br />this AOP and in accordance with the Conditions of Approval as referenced in the Forest <br />Service Decision Notice dated May 31, 2002, titled Coal Methane Drainage Project <br />Panels 16-24 Mountain Coal Company West Elk Mine. <br />10 <br />
