23-06 COC-56447 <br />23-07 COC-56447 <br />17-01 d COC-56447 <br />17-01 e COC-56447 <br />17-O1 f COC-56447 <br />PRE-DRILLING ACTIVITIES <br />MCC incorporates by reference the Forest Service Decision Notice dated May 31, <br />2002, titled Coal Methane Drainage Project Panels 16-24 Mountain Coal Company West <br />Elk Mine. <br />Prior to any construction or drilling activities, an on-site inspection of proposed <br />drill sites and access routes will be conducted with representatives from appropriate <br />regulatory agencies to discuss site-specific concerns. Appropriate Road Use and Special <br />Use permits will be obtained prior to use of US Forest Service roads. <br />USFS District Ranger will be notified at least 24 hours before any construction or <br />drilling equipment is mobilized into the project areas. An authorized representative of <br />MCC will supervise all construction and drilling activities. A copy of the Annual <br />Operating Plan and all pertinent permit documents will be available from the company <br />representative for inspection. Any proposed changes in the Annual Operating Plan will be <br />reviewed and approved with the appropriate regulatory agencies before changes take <br />effect. <br />In accordance with the Conditions of Approval, Administrative #2, the staging <br />areas to be used by the drilling contractor will be reviewed with and approved by the <br />USFS District Ranger or designated representative prior to use. These sites will be used <br />in a manner to minimize damage to the vegetation. Any surface disturbance to these sites <br />will be regraded and seeded to facilitate rehabilitation. <br />Access to all drill sites will use the roads and trails approved in the Decision <br />Notice excepting the Wallow Road USFS 711.A1E as shown on Map 2. All access <br />routes will be maintained to accommodate 4X4 pickup trucks and a drilling unit. A <br />drilling unit is comprised of or part of the following equipment: truck mounted or skid <br />mounted drill rig, air compressors, air boosters, rig-up truck, boom truck, utility trailers, <br />fuel skidders, drill pipe laydown rack, crew trucks, and water trucks. <br />8 <br />
