P- 3 . ~+ <br />The first phase of reclamation will be done in the course of <br />mining by shaping all side slopes to a 3:l or flatter grade <br />along the perimeter of each area. This practice when com- <br />bined with the annual mining plan to baekcast topsoil material <br />to a final graded area to the rear for reseeding will assure <br />a minimal amount of material loss and rapid restoration. It is <br />anticipated that an area of approximately 4 acres will be seeded <br />annually. <br />In 1986, much of the original 10 acres ±, will be reshaped and <br />prepared for seeding. A problem area exists centrally located <br />along the north boundary where a fairly large stockpile of <br />screened material has been placed. The cost of relocation of <br />this material is prohibitive for the purposes of squaring-up <br />the area for reclamation. Therefore, an area of two to three <br />acres will be temporarily avoided for reclamation at this time. <br />The balance of the north and east embankments will be graded to <br />3:1 or flatter in preparation for redistribution of most of the <br />topsoil now held in the northwest corner of the active mining <br />area. Topsoil material remaining unused in this stockpile will <br />be reshaped and seeded at the same time seeding is done in 1986 <br />or early 1987. A portion of the original permitted area has <br />never been disturbed as may be seen on Exhibits C-1 & C-2, and <br />will not be subject to reclamation. <br />Topsoil material will be redistributed to a depth of 6 to 8" <br />and scarified to a depth of 10 to 12" with a chisel to assure <br />cohesion to the subsurface of the embankment areas. Compaction <br />of the seedbed will be assured because of the several operations <br />involved in the seedbed preparation. <br />Commercial fertilizer will be added at the time of seeding with <br />a grass drill late in the year when the ground is too cool for <br />seed germination, but before ?~9arch 1st of the following year in <br />order to take advantage of optimum moisture conditions. The <br />rates of application and seed mixture are described in the SCS <br />form (180-12-11) and cover letter dated September 30,1985. <br />Long stemmed hay or clea7~ straw applied at the rate of 4,000lbs. <br />per acre will be uniformly spread over the seeded area and <br />crimped into the soil to a depth of 4" or more. To anchor the <br />mulching material a weighted disc plow will be used with the <br />blades set straight. <br />Livestock will be excluded from the area until all reseeded <br />grass is well established. <br />The letter from the USDA Soil Conservation Service provides <br />the basic reclamation plan to be followed and is therefore, <br />added as Exhibit E-1. <br />Exhibit F - Reclamation Plan Atap <br />Please see Exhibit F-1. <br />Exhibit G - hater Information <br />Surface run-off will be controlled by small detention ponds <br />
