• P-2. <br />In early 1986, there are an estimated 15 to 16 acres of disturb- <br />ance in portions of the Limited Operation and Special Operation <br />sites. It is expected that this situation will be satisfactorily <br />corrected with all due diligence on approximately 8 to 9 acres in <br />1986. The balance of the area will largly be included in the <br />active mining area identified as Phase 1, Exhibit C-2, and the <br />work area immediately east of Phase 2. Reclamation will be com- <br />pleted in most of this area by 1988. <br />Phase 2 mining activity is expected to begin in late 1987. The <br />depth of mining may range from 15 to 18' along the western bound- <br />ary and portions of the northern boundary in this phase. <br />Mining in an area will begin by removal of the gravel-laden top- <br />soil material to a depth of 6 to 8" or more where it is found in <br />small pockets. This material will be immediately redistributed <br />on the land area of the just completed mining phase to the rear. <br />Every effort will be made to avoid temporary stockpiling and the <br />added cost of rehandling topsoil material. To accomplish the <br />relocation of topsoil material, care will be exercised to avoid <br />scraping and exposing more surface area than can be expected to <br />be mined in any given year. Amore complete description of the <br />reclamation practice is presented in the Reclamation Plan, Ex- <br />hibit E. <br />Mining will be done with a scraper for topsoil removal followed <br />by a dozer and front-end loaders. A portable screen and crusher <br />will be moved from time to time in order to remain centrally <br />located near the working face of the embankment in each phase. <br />As may be seen on the Mining Plan Map, Exhibit C-2, the phased <br />areas surround a deleted area that represents a shallow Swale <br />and natural drainagewa}'. Mining activity on the surrounding <br />phases will carefully maintain the natural drainageway by the <br />construction of the temporary haul road around the upper perim- <br />eter in a manner to serve as a barrier forming retention ponds <br />during the course of mining. In addition all excavation will <br />be halted at a depth that will maintain a slight positive flow <br />toward the upper reaches of the Swale upon final reclamation. <br />Excavation in Phases 4 & 5, however, will tend to create the <br />natural drainage direction to the east, thus entering the drain- <br />ageway lower in the Swale. <br />The depth of the overburden and gravel ladened topsoil material <br />is 20" deep in portions of Phases 4 b 5. Therefore, an adequate <br />supply of excess material will be maintained in an orderly <br />stockpile on part of the Phase 5 area for final reclamation. <br />The life of the mine is estimated to range from 7 to 10 years. <br />Exhibit E - Reclamation Plan <br />The reclamation plan is designed to reduce the financial exposure <br />to an amount necessary to restore 8 to 10 acres including the <br />area of temporary haul roads. <br />
