Therefore, current topsoil replacement projections do not <br />include topsoil substitutes. <br />COMMENT: <br />8.3. The discussion on Page 13-10 needs to be revised to reflect the <br />approved 1,000 stems per acre woody plant density requirement. <br />RESPONSE: <br /> A revised Page 13-10 reflecting the 1,000 stems per acre woody plant <br /> density requirement is included with this submittal. Page 13-11 is <br /> included because of a change in the length of the retyped text. <br />COMMENT: <br />6.4. Seed Mix No. 5, Roads Right-of-Way, should be modified by replacing <br />crested wlreatgrass and smooth brome with less competitive species. <br />Such a modification will bring this seed mixture in line with the <br />other seed mixtures at the Seneca II Mine. <br />RESPONSE: <br />Crested wheatgrass and smooth brome were included in Seed Mix No. 5 <br />because of their ability to establish adequate stands and protective <br />cover on poorer sites in the Seneca Mine area. Specifically, these <br />species established adequate stands on graded spoils in the old pre-law <br />reclaimed areas at the Seneca Mine. Since disturbances along road <br />right-of-ways are usually in spoil and will probably not be covered with <br />plant growtfr medium or topsoil, these species are desirable and <br />necessary to achieve an effective vegetative cover. The activity <br />• associated with final reclamation of these right-of-ways will <br />effectively eliminate the stands containing these species, replacing <br />42 <br />
