tree establishment success resulting from the planting program. • <br />Qualitative observations indicate that the successful establishment and <br />growth of planted shrubs has not been at the level anticipated. The <br />greatest problem affecting success is excessive herbaceous competition, <br />with the additional possibility that compaction has negatively affected <br />shrub rooting depths, 'and hence survival, in some areas. As noted in <br />these responses and responses to PAR comments earlier, measures are <br />being taken to improve plant establishment and growth, increase <br />densities, better monitor the results, and document the level of <br />success. <br />COMMENT: <br />B.1. A review of past seeding at the Seneca II Kline indicates that PCC <br />has modified the various seed mixtures to reduce competition and <br />encourage diversity. The submittal showed modifications made to <br />"Seed Mix No. 3 - Topsoil Stockpiles". The text on Page 13-6 <br />should be modified deleting smooth brome since this species is no <br />longer a component of Seed Mix No. 3. <br />RESPONSE: <br />Page 13-6 has been modified as noted. Revised Pages 13-6 13-6a are <br />included with this submittal. <br />COMMENT: <br />6.2. The Division is concerned about proposed future topsoiling depths <br />as presented in Section 2.04.9 Soils (Tab 9). The discussion on <br />Page 13-8 needs to be modified considering that a topsoil <br />redistribution depth of 18"-24" is specified. Also, the discussion <br />pertaining to "topsoil substitutes" may need to be revised if it <br />becomes apparent that a topsoil deficit does exist at the Seneca II <br />Mine site. <br />RESPONSE: <br />Page 13-8 was revised to coincide with the topsoil replacement depth <br />information presented within Seneca SMP-C-80-005, Tab 9, Attachments • <br />9-1, 9-2, and 9-4.
