5. The applicant has stated on page 18 that by the time mining is complete approximately 85% of the total
mined land will be reclaimed and that as mining ends in any given azea only final grading and shaping of
the slopes and recoiling will be needed. The applicant also states on page 6 that the bond is calculated
based on disturbing the entire azea, ie: 38.65 acres. In conformance with Rule 6.4.4(d), please clarify the
maximum disturbance to be expected at any one time that will be used in the determination of an adequate
reclamation cost. Such deternnation should include the following items:
# lineaz feet of working face at a height of 50-60'
# lineaz feet of unfinished slope, & at what configuration
# acres to be topsoiled
# acres to be revegetated
# acre-feet of finish grading
Also, the Division will assume the working face will be at a vertical configuration unless the applicant
wishes to commit to a working face at a configuration no steeper than a 1:1 slope at any one time. Please
respond.
6.4.5 EXHIBIT E -Reclamation Plan
6. In conformance with Rule 6.4.5(2)(d), the applicant has provided a grass seed mix composed of three
(3) species to be used during final reclamation. The Division suggests revising the seed mix to include 2-3
additional grasses such as Indian ricegrass, arizona fescue, green needlegrass, or muttongrass to help
achieve apost-mining land use of rangeland. An example of a revised seed mix is listed below. Please
respond.
Species % of Mix Seed Rate
Smooth Brome 30 3.5
Pubescent Wheatgrass 15 3.0
Slender Wheatgrass 15 1.5
Indian Ricegrass 20 2.0
Arizona Fescue 20 0.5
TOTAL ................. .....100 10.5 (lbs/Acre PLS)
* Double application rate for broadcast seeding
7. The applicant specifies on page 15 that there are limited wetland azeas associated with a spring on the
southwestern part of the site. Please clarify the following: 1) Will the limits of the wetland azea be
identified and mazked prior to mining disturbance? 2) if so, how will the limits be marked? 3) What will
be the elevation of the floor of the pit in relation to the elevation of the wetland during mining and during
reclamation? 4) What is the orientation of the natural drainage of the affected land and surrounding area
that may help to support the wetland?
6.4.12 EXHIBIT L -Reclamation Costs
8. On page 6 the applicant specifies that astorage/maintenance building will be constn;ctcd for use during
the mining operation, then removed when mining is complete. Please indicate the dimensions of the
