• <br />o Establish a cement plug from the bottom of the borehole <br />extending through the completion zone(s) to a point at least <br />20 feet above the uppermost zone of completion (Groundwater <br />and monitoring wells only) <br />o Backfill the remaining interval with cuttings or other <br />suitable material to within ten (10) feet of the ground <br />surface <br />o Establish a cement surface plug from the top of the cuttings <br />to approximately three (3) feet below the ground surface. <br />o Mark the well location with a steel fence post <br />o Backfill the remainder of the hole with cuttings or other <br />• suitable material and regrade the associated surface area <br />Compliance With Applicable Air and Water Oualitv Regulations <br />EFCI's ongoing mining and reclamation plans have been designed to effect <br />compliance with applicable air and water quality regulations. Compliance <br />is effected by a variety of control and mitigation measures and is <br />documented by comprehensive monitoring programs. <br />Compliance with applicable Federal, State and local water regulations is <br />a result of design and implementation of the comprehensive drainage and <br />sediment control plan as described in this permit text and detailed by <br />Exhibit 19, Drainage and Sediment Control Plan. Ongoing monitoring <br />programs, and operation under the provisions of NPDES discharge permits <br />(Permit Nos. CO-0036595 and CO-0037109) issued by the Colorado Department <br />of Health are also important components of EFCI's ongoing compliance <br />• efforts.
