• spill. It should be noted that EFCI does not utilize or produce any <br />materials known to be toxic or hazardous in any mining, processing, or <br />related operations. In addition, all facilities where fuel, lubricants, <br />or liquid wastes are stored or utilized incorporate specific safety and <br />containment provisions. In the event of a liquid spill, these measures <br />would limit the spread of spilled liquid and facilitate effective cleanup <br />operations. Specific control measures are described in greater detail in <br />Section 2.05.3, Operation Plan - Permit Area, under the subtitle, "Mine <br />Facilities". <br />In the event of a liquid spill, EFCI will implement the specific control, <br />reporting, and clean up measures described in the current SPCC Plan. <br />These measures have been specifically designed to effect compliance with <br />all applicable State and Federal regulations. <br />Sealing Mine Openings and Exploration or Other Boreholes <br />• Upon completion of mining activities EFCI will permanently seal mine <br />portals and boreholes to limit access and prevent any groundwater <br />discharge or mixing or surface water inflows to underground mine workings. <br />Mine portals will be sealed by constructing concrete block walls <br />approximately 25 feet inby the portal openings. Block walls will be keyed <br />into the mine entries at least six (li) inches on all sides and outside <br />surfaces will be coated with an approved MSHA sealant to provide an <br />effective hydraulic barrier. The void space between the portal seals and <br />the portal openings will be backfilied with overburden material during <br />backfilling and grading of the portal bench and face-up area. Amore <br />detailed discussion of specific provisions for sealing mine portals was <br />previously presented in this section under the subtitle "Sealing of Mine <br />Openings". <br />EFCI will also seal the borehole currently being utilized to transfer rock <br />dust to underground workings as well as all other exploration drillholes <br />• and any monitoring wells which will not be utilized in conjunction with <br />post-mining land uses. Sealing practices for boreholes and wells will be <br />similar and will involve the following activities: <br />2.05.4-29 <br />
