• At the end of the mine life, and/or in conjunction with final reclamation <br />operations, EFCI will salvage or demolish all existing strucnues and faalities <br />which aze not approved for posvninirtg use. Results debris will be <br />transported to suitable locations within the mine facility azea for disposal. <br />The two designated disposal sites include an azea adjacent to the mine portals <br />(if the portal facilities aze not retained) where the material will be effectively <br />covered and isolated doting backfilling and grading of the portal bench and <br />face-up azea, and the Pond 1 basin azea. These disposal locations will allow <br />placement of the demolition debris well below the ultimate reclaimed surface <br />and assure that these materials aze covered by a minimum of four (4) feet of <br />suitable material as required by applicable regulations. <br />During final reclamation of the two loadout azeas, EFCI will place the <br />stockpile base material, consisting of coal fines mixed with soils, at the <br />bottom of the backfill azeas. These azeas at the loadouts aze located at the <br />foot of existing slopes, and prior to placement of the Ell material the toe of <br />the slope will be notched to remove loose soils and any debris. Similaz to <br />• other backfilling operations, the stockpile base material will be compacted to <br />assure stability and eliminate the potential of the stockpile base material <br />below the final reclaimed surface and assure that these materials aze covered <br />by a minimum of four (4) feet of suitable material as required by applicable <br />regulations. <br />In conjunction with final site reclamation activities, disposal azeas will be <br />regraded, topsoiled and revegetated consistent with the reclamation practices <br />previously described in this section. <br />In order to prevent any potential impacts from possible spills of hazazdous, <br />toxic or flammable materials, EFCI has developed a comprehensive Spill <br />Prevention, Control and Countermeasure plan (SPCC) which is presented as <br />Exhibit 21, SPCC Plan.
