• Conventional statistical analysis methods will be used to evaluate woody plant densities on
reclaimed azeas within the Mine Area and for both vegetation reference areas. Woody plant
density for seeded areas and the reference area will be measured using 50m x lm belt
transects along the same transect lines. This data will be combined with direct count woody
plant density data for the shrub clumps using a weighted average approach. The "t-test"
method (Larson, 1980) will be used to evaluate similarity of woody plant densities between
the weighted average reclaimed azea value and the corresponding reference area or, in the
case of the grasslands type, the revised woody plant count. If the absolute value of woody
plant density for the reclaimed areas is greater than or equal to that of the reference area or
revised woody plant count (grassland type) for the 90 percent confidence interval, then
revegetation will be deemed adequate relative to woody plant density.
Disposal of Debris, Acid Forming, Toxic Formine and Flammable Materials EFCI's mining
and related activities will not result in production of and acid or toxic forming materials. The
only materials to be placed in surface disposal sites include development overburden from
the portal bench face-up area, coal stockpile base material from the loadout sites, and coal
processing refuse which is placed in the permanent refuse stockpile. Documentation
supporting the contention that these materials are non-toxic and non-acid forming is
• presented in Exhibit 9, Comparison of Refuse and Soil Suitabilities.
As discussed in Section 2.05.3, Operation Plan -Permit Area, under the subheading
"Disposal of Coal and Non-Coal Wastes", all garbage, wastepaper, scrap and other refuse
materials, other than coal processing refuse, are collected and disposed of in trash containers
or in a designated scrap yard on the mine site. These materials aze periodically collected by
salvage or disposal contractors and hauled off-site for salvage, or disposal in a municipal
landfill. Liquid wastes, including waste oil and lubricants, are collected in closed steel drums
within the mine shop/warehouse azea and full drums are periodically collected and hauled
off-site for recycling or disposal by a contractor.

TR-34 2.05.4-27a Revised 8/02
