Mr, Wesley Potts • -3- .April 14, 1983
5. What is to be the life of this operation? Your statement on your
,! ~ Forest Service operating plan for one month of operation (10/30/81
ft to 11/30/81) is out of date and does not make sense. In this regard,
~ what months of the year will you mine?
6. Your Forest Service plan mentions ':, acre of land required for waste
disposal and %2 acre for other operations. Not including the haul
~oad, this 0.75 acre exceeds the 1/3 acre requested in your application.
Also, waste disposal is not mentioned by you. Please clarify these
atters.
In summary, the mining and milling operation has not been described in
sufficient detail. Further details should be supplied on all phases of this
operation.
Exhibit D
1. Water Resources
a. What will be the consumptive uses of water in this operation?
What is the industrial-use water right associated with these
/ uses?
b. How is drainage control to be done on this sii;e to prevent
sediment from moving into nearby drainages?
c. Any discharge from the mine workings or point discharges from
ponds will require an NPDES discharge permit from the Colorado
Department of Health.
2. Soils and Vegetation
a. The Soil Conservation Service or other qualified professional
group should provide a survey of the soils and vegetation
for the affected lands (haul road, mill and mine areas).
This is required baseline data in order fora reclamation plan
_ to be approved. If this information cannot be provided before
S ~~ the scheduled Board meeting, the permit will have to be stipulated
to the effect that it will be provided by a given date in the
near future, and that the reclamation plan will be modified as
the information dictates.
b. The data given on soils and vegetation so far is not adequate.
Exhibit E
1. There is no real reclamation plan for this site. A plan should be
given for all areas to be included in the affected lands. This should
Q include plans for drainage~contro], regrading, pe rnianentJclosure of
~k ~ the portal, retopsoiling, reseeding, fertilization, mulching, and any
other crucial details concerning the final configuration of the
affected land.
