Flr. J.R. Owen -7- December 7, 1984
ask far (4 acres somewhere within a 10.33 acre parcel) cannot he approved
because it is too vague. I suggest that you either permit a larger area
within the area ovmed by the County such that the gravel is more likely to be
ample, or withdraw this permit application until the County knows if the area
has gravel and where it is located.
2. A more precise mining plan is needed (including exact permit area
boundaries on a map) for this proposed operation. If amore exact plan of
operation cannot be given, this application should be continued to a date 6y
which a more precise plan can be drawn up, or the application should be
withdrawn.
Exhibit D
1. Soils data (probably as provided by the S.C.S.) should be provided for
the final permit area.
Exhibit E
1. The reclamation plan given is a good generic plan. I am sure that the
choice of a particular area and the fleshing out of a mining plan would allow
a more detailed, site-specific plan (including topsoil replacement depth,
sloping, etc.) to be given. Once again, until a site-specific plan can be
given, this matter cannot be recommended for approval to our Board.
Dock Lee Pit - File No. M-84-188
Exhibits B and C
1. Please describe and show on the map the access to this operation_
2. Please give further details on the relative use of new and old areas in
this pit. Any areas redisturbed (e.g., roads, product or topsoil stockpile
areas, etc.) must be described in this plan, shown exact]y on the map,
included in the permit area, and reclaimed.
3. What are the areas on the map designated "OS"?
Exhibit D
1. A more complete soils description (other than just a type) should be
given for the entire permit area.
Exhibit E
1. You say there is no plan to reclaim the pit or abandon it. This is
confusing. I presume by this plan that Lincoln County is committing to the
reclamation of the entire permit area, including proper sloping, gradim~ and
revegetation. A precise outline of the permit area would clarify the
reclamation responsibilities. Be advised that the County must permit all
areas that it has disturbed since the (lined Land Reclamation Act went into
effect. (This is, of course, true for all of the areas to be permitted.)
