Mr. J.R. Owen
Charles Lane Pit - File Plo. M-84-183
Exhibits B and E

-5- December 7. 1984
1. Is the adjacent draw a flowing drainage, or is it ephemeral? In either
case, how is this drainage to be protected from sediment due to the mining
operation?
2. How is erosion downslope into the draw to be prevented in final
reclamation?
Bob Ashton Pit - File No. M-84-184
Exhibit D
1. If nothing but the dry creek bottom is to be disturbed, then extensive
vegetation and soils information may not be needed. However, this should be
more specifically justified. If some vegetated areas are involved, or if the
creek bottom area supports vegetation (due to the sporadic flows), then the
S.C.S. should be consulted to provide vegetation and soils data.
Exhibit E
1. Bank areas above the typical high water park that are disturbed may
need to be revegetated as well as sloped to 3:1 or less. Pleas clarify the
plans concerning disturbing such areas and, if needed, consult with the S.C.S.
on a revegetation plan.
Exhibit G
1. Please clarify the situation concerning ownership and legal
right-to-enter. I note that Mr. Robert Ashton owns the material to be mined,
but Mr. Wilbur Schreiber owns the surface rights and signed the permission for
Lincoln County to enter the site and mine. Is Mr. Ashton's signed permission
also required for the County to mine?
Ellis Allen Pit - File No. M-84-185
Exhibit B
~''y 1. It appears that some areas outside of just the creek bottom are to be
S ~ pub disturbed by this mining operation. For example, a clay pit is shown on the
~ map. Any areas outside of the creek bed that are part of this operation
~~t^" hould be described in the mining plan, shown specifically on the map,
included in the permit area, and reclaimed.
Exhibit D
1. Please provide vegetation data for the entire permit area. The S.C.S.
hould be asked to furnish this information (probably via a completed CO-ECS-2
form).
