Mr. J.R. Owen -4- Decemher 7. 1984
Exhibit E
1. How will the creek replace material in the creek bed if the dam is
left? In this regard, how is the dam to be reclaimed? Will it be removed?
2. Reference any general comments concerning sloping in final reclamation
of stream channel excavations.
Forristal Pit - File No. M-84-181
Exhibit B
1. Given the access problems to the proposed new excavation area, it
appears that some parts of the old pit will have to be redisturbed, if for
nothing more than a haul road segment and perhaps stockpile or parking areas.
Such areas should be included in the permit acreage, described in the mining
plan, shown exactly on the map and reclaimed. Please clarify the plans in
this regard, including reclamation plans for any of these areas.
Exhibit G
1. Presumably, the legal right to enter for the Earl Forristal Pit {File
No. M-84-180) is also to apply to this pit. Please clarify this matter.
it Vick Pit - File No. M-84-182
Exhibit B
1. I am not clear on what you mean when you describe the area as a
"lagoon". Does the area regularly collect water (as a low spot) now? Please
clarify this matter.
Exhibit D
1. The vegetation data for a permit area of 3 acres has not been
provided. Presumably some of the permit area is now outside of the "lagoon"
area and has vegetation. The Soil Conservation Service should be consulted to
provide vegetation information (probably via a completed CO-ECS-2 form) for
the entire permit area.
2. If the area is to be a stock water hole, but no water is observed there
now,, where is this water to be collected from on the site? It is not clear
that a water hole will be produced here.
Exhibit E
1. If it can be demonstrated that water will collect in the reclaimed pit,
the banks above the anticipated water line must be reclaimed. Slopes in such
a pond area should be no steeper than 3:1 (the 4:1 slope shown on your map
would be acceptable). Any slopes above the expected water line should be
topsoiled and revegetated. If no water will collect, the entire area may need
to be revegetated. I suggest you again consult the S.C.S. for assistance.
2. As I mentioned above, the actual feasibility of a water hole as final
reclamation for this site should be further justified.
