• Dads <br />At the mine, coal is loaded into haul trucks and weighed at the truck scale within the <br />open mine yard area. From the scale area, trucks access Fremont County Road 92 and <br />travel on County Roads 92, 15, 79, 11-A and State highways 67 and 115 to reach the <br />Southfield loadout. At the loadout, trucks enter an open yard area and dump coal in <br />stockpile windrows with dump location depending upon loading schedule and storage <br />requirements. <br />Coal haulage is limited to County roads which have been designed and constructed to <br />County specifications. With a total haul distance of ten miles from the mine to the <br />loadout, eight miles or 80 percent of the coal haulage route is on paved roads. <br />Fremont County is responsible for maintenance and repair of all County roads utilized <br />for coal haulage and mine access. Fremont County has approved mine operations <br />within 100 feet and use of the County roads as documented by a letter from the Board <br />of Commissioners -Fremont County, included with the Fremont County Conditional <br />• Use Permit in Exhibit 4, Other Permits. <br />In addition to the County roads utilized for coal haulage, EFCI also has one haul road <br />and several light-use roads in the mine area which are utilized for refuse haulage and <br />access to various surface facilities. <br />The mine haul road extends from County Road 92 to the coal refuse stockpile where <br />it ties in with a network of existing light-use roads as shown on the Mine Surface <br />Facilities Map, (Map 18-. The haul road is used primarily for haulage of coal refuse <br />from the preparation plant to the coal refuse stockpile. <br />In order to minimize additional disturbance, Dorchester constructed the haul road along <br />the contour of the hill slope following the alignment of an existing ranch road. The <br />haul road was constructed by widening the existing road to 30 feet, sloping the road <br />bench into the hillside, and adding a protective berm on the outer edge of the road. <br />• The haul road was completely cut into the hillside and did not require any structural <br />fill.
