• During 1989, EFCI redesigned and constructed the west and north refuse <br />stockpile collection ditches to their design limits in order to meet <br />revised drainage requirements for the 100-year, 24-hour storm event. <br />In order to construct the west collection ditch, a portion of stockpile <br />M-2 had to be moved and was utilized to complete reclamation of regraded <br />areas on the coal refuse stockpile. <br />As the coal refuse stockpile advances to the west it will encroach upon <br />existing stockpiles M-2 and M-3. To the extent possible, EFCI will <br />attempt to sequence removal of topsoil materials from these piles and <br />reclamation of regraded refuse stockpile areas with stockpile advance. <br />If this is not operationally feasible, the stockpiled materials will be <br />removed and relocated to a new topsoil stockpile, M-4, on top of the coal <br />refuse stockpile in an area immediately behind the advancing stockpile <br />crest. Short term placement of topsoil materials in this area will be <br />• consistent with criteria previously described for stockpile location and <br />topsoil placement. In addition, total material height of coal refuse <br />material and stockpiled topsoil will not exceed the 75 foot limit imposed <br />by geotechnical stability criteria for the coal refuse stockpile. <br />In addition to replacement and/or relocation of topsoil from existing <br />stockpiles, EFCI will recover additional topsoil materials from stockpile <br />foundation areas as the refuse pile advances to the west and is extended <br />into the refuse pile expansion area to the southwest. Topsoil removed <br />from these areas will, to the extent possible, be directly replaced on <br />regraded refuse stockpile areas. Where direct replacement is not <br />possible, topsoil materials will be hauled either to Stockpile M-4 on top <br />of the coal refuse stockpile or to another new soil stockpile, M-5, <br />located at the southwest corner of the final coal refuse stockpile. <br />Additional detailed discussions of topsoil handling and placement <br />operations are presented later in this section under the subtitle "Topsoil <br />Handling". <br />C~ <br />2.05.3-39 <br />
