During 1989, EF~I redesigned and amstructed the west and north refuse stockpile collection ditches to their design limits >n order to meet revised • drainage requirements for the 100-year, 24-hour storm event. In order to construct the west collection ditch, a portion of stockpile M-2 had to be moved and was utilized to croagilete reclamation of regraded areas on the coal refuse stockpile. The coal refuse stockpile will advance to the west to the toe of existing stockpiles M-2 and M-3. EF'CI will sequence rertrNal of topsoil materials from these piles with the final (Phase II) reclamation of the refuse stockpile. Additional soil materials will be removed and relocated to a new topsoil stockpile, M-4, on top of the coal refuse stockpile in an area immediately behind the advancing stockpile crest. Short term placement of topsoil materials in this area will be corLSistent with criteria previously described for stockpile location and topsoil placement. In addition, total material height of coal refuse material and stockpiled topsoil will not exceed the 75 foot limit imposed by geotechnical stability criteria for the coal refuse stockpile. • In addition to replacement and/or relocation of topsoil fran existing stockpiles, EFCI will recover additional topsoil materials fran stockpile foundation areas as the refuse pile advances to the west and is extended into the refuse pile ex{x-uLSion area to the southwest. Topsoil rem7ved fran these areas will, to the extent possible, be directly replaced on regraded refuse stockpile areas. Where direct replacement is not possible, topsoil materials will be hauled to Stockpile M-4 on top of the coal refuse stockpile.
