During 1989, EF~I redesigned and amstructed the west and north refuse <br />stockpile collection ditches to their design limits >n order to meet revised <br />• drainage requirements for the 100-year, 24-hour storm event. <br />In order to construct the west collection ditch, a portion of stockpile M-2 <br />had to be moved and was utilized to croagilete reclamation of regraded areas on <br />the coal refuse stockpile. <br />The coal refuse stockpile will advance to the west to the toe of existing <br />stockpiles M-2 and M-3. EF'CI will sequence rertrNal of topsoil materials from <br />these piles with the final (Phase II) reclamation of the refuse stockpile. <br />Additional soil materials will be removed and relocated to a new topsoil <br />stockpile, M-4, on top of the coal refuse stockpile in an area immediately <br />behind the advancing stockpile crest. Short term placement of topsoil <br />materials in this area will be corLSistent with criteria previously described <br />for stockpile location and topsoil placement. In addition, total material <br />height of coal refuse material and stockpiled topsoil will not exceed the 75 <br />foot limit imposed by geotechnical stability criteria for the coal refuse <br />stockpile. <br />• In addition to replacement and/or relocation of topsoil fran existing <br />stockpiles, EFCI will recover additional topsoil materials fran stockpile <br />foundation areas as the refuse pile advances to the west and is extended into <br />the refuse pile ex{x-uLSion area to the southwest. Topsoil rem7ved fran these <br />areas will, to the extent possible, be directly replaced on regraded refuse <br />stockpile areas.
