EXHIBIT 19 <br />BONDING REDUCTION SCHEDULE for TR-54 <br />Reduction in Monitoring Requirements <br />Monitoring requirements for the Golden Eagle Mining permit have been significantly <br />reduced by a series of technical revisions since the closure of the Golden Eagle Mine. <br />Technical Revision-46 reduced the frequency and extent of subsidence monitoring and <br />TR-48 terminated subsidence monitoring. Technical Rivision-44, 53, and 54 have <br />significantly reduced the water monitoring requirement. <br />The Golden Eagle Reclamation bond contained an allowance in the determination of the <br />bonding amount for continued monitoring during the reclamation liability period. This <br />allowance should be reduced as a result of the above referenced permit revisions.
