Effluent Limitations (continued) <br />6. Stormwater (continued): For facilities that also have individual CDPS <br />permits for discharge of process water, any applicable stormwater <br />provisions would then be included in individual CDPS permits at the time <br />of individual permit renewal. The current renewal of the Eckman Park and <br />Mines 1, 2 and 3 South CDPS permit (No. CO-0027154) will contain <br />stormwater provisions. When this renewal becomes effective, certification <br />COR-040076 will be inactivated. Under the terms of the combined <br />individual permit (CO-0027154), the Cyprus Yampa Valley Coal Corporation <br />will be authorized to discharge stormwater associated with industrial <br />activity into waters of the State of Colorado. <br />The terms and conditions of this permits, related to stormwater discharges <br />include: <br />a) SS eregation of Stormwater Discharges: All discharges covered by the <br />stormwater portion of this permit shall be composed entirely of <br />stormwater (except as discussed at Part I.C.2.i) of the permit). <br />Stormwater which mixes with process water is subject to process <br />water controls. Discharges of material other than stormwater must <br />be addressed by the process water controls in this CDPS permit. <br />b) Stormwater Management Plans (SWMPs): The purpose of a SWMP is to <br />identify possible pollutant sources that may contaminate stormwater <br />and to set out best management practices that, when implemented, <br />will reduce or eliminate any possible water quality impacts. <br />A SWMP shall be developed for the portions of Eckman Park and Mines <br />1 and 2 and 3 South which do not drain to numbered outfalls to which <br />effluent limitations are applied. The plan shall identify potential <br />sources of pollution which may reasonably be expected to affect the <br />quality of stormwater discharges associated with industrial <br />activity. In addition, the plan shall describe and ensure the <br />implementation of practices which are to be used to reduce the <br />pollutants in stormwater discharges associated with industrial <br />activity at the facility and to assure compliance with the terms and <br />conditions of this permit. The Cyprus Yampa Valley Coal Corporation <br />must implement the provisions of the SWMP as a condition of this <br />permit. Contents and requirements of the SWMP are discussed in the <br />Permit at Part I.C.2. <br />c) Compliance Datea: The Eckman Park and Mines 1, 2 and 3 South SWMP <br />shall be submitted to the Division, as soon as possible but no later <br />than .Iuly 1, 1993. The Cyprus Yampa Valley Coal Corporation shall <br />have implemented the Eckman Park and Mines 1 and 2 SWMP and be in <br />compliance with the SWMP as soon as possible but no later than <br />December 14, 1993. The SWMP shall be updated as appropriate. <br />d) Comprehensive Facility Inspections: The permittee will be required <br />to make a thorough inspection of their stormwater management system, <br />at least twice per year (in the spring and fall). These inspections <br />must be documented and summarized in the annual report. (See Part <br />I.F.1 of the permit.) <br />
