PART I <br />Page No. 7 <br />Permit No. CO-0045161 <br />C. DEFINTI'IONS OF TERbIS <br />9. "Recorder" requires the continuous operation of a chart and/or totalizer (or drinking water rotor meters or pump hour <br />meters where previously approved.) <br />10. "Seven day average" means [he ari[hmetic mean of all samples collected in a seven consecutive day period. Such seven <br />day averages shall be calculated for all calendaz weeks, which aze defined as begirmittg on Sunday and ending on Saturday. <br />If [he calendar week overlaps two months (i.e. the Sunday is in one month and the Samrday in the following month), [he <br />seven day average calculated for that calendar week shall be associated with the month that contains the Saturday. Samples <br />may not be used for more than one reporting period. <br />11. "Thirty day average" means the ari[hmetic mean of all samples collected during a thirty consecutive-day period. The <br />permittee shall report the appropriate mean of all self-monitoring sample data collected during the calendaz month on the <br />Discharge Monitoring Reports. Samples shall not be toed for more than one rcporting period. <br />12. "Total recoverable metals' means that portion of a water and suspended sediment sample measured by the [oral recoverable <br />analytical procedure, or the concen[ration of metals in an unfiltered sample following treatmen[ with hot dilute mineral acid <br />as described in Section 4.1.4 of Manual of Methods for Chemical Analysis of Water and Wastes, il.S. Environmental <br />Pro[ec[ion Agency, Mazch 1979, or iu equivalent. <br />13. 'Visual" observation is observing the dischazge to check for the presence of a visible sheen or floating oil. <br />14. "Weekly measuremen[ frequency'. Only one sample is required to be collec[ed during the calendaz week. The sample <br />may be collected at any time during the calendaz week if a continual dischazge occurs. If the discharge is intermittent, [hen <br />only one sample shall be collected during the week dta[ dischazge occurs. Additional samples may be collected a[ [he <br />permittee's discre[ion. All samples shall be reported on the Dtschazge Monitoring Report. <br />1~. "Water Quality Conaol Division" or "Division" means the state Water Quality Control Division as established in <br />25-8-101 et al. <br />Additional relevant deFnvtions aze found in the Colotado Water Quality Control Act, CRS §§ 25-8-101 et sea., the <br />Colorado Diachar~e Permit System Re~ttlations, 5 CCR 1002fi1, § 61.0 et ~eq, and other applicable regulations. <br />D. SPECIAL REQUIItEMENTS <br />1. Materials Containment Plan <br />Pursuant to Sectiovs 61.8 (3) (f) and (r) of the Colorado Dischazge Permit System Regulations, the permittee is required to <br />rubtnit a Materials Containment Plan. Such a plan shall be submitted to the Division within ninety days after the effective <br />date of this permit and must be implemen[ed. The plan shall include information and procedures for the prevention and <br />containment of spills of materials used, processed or stored at the facility which if spilled would have a reasonable <br />probability of having a visible or otherwise detrimental impact on waters of the State !~z. The plan shall include, but not <br />necessarily be limited to: <br />a. A history of the spills which have occurred in the three yeazs preceding the effective date of this permit. The history <br />shall include a discussion on the cause of the spills and the preventative measures designed [o eliminate them from <br />reoccurring; <br />b. A description of the reporting system which will be used [o no[ify, a[ a minimum, responsible facility management, <br />the Division, the Environmental Pro[ection Agency, downstream water users within 5 miles downstream of [he <br />facility, and local health officials; <br />c. A description of preventative facilities (including overall facility plot) which prevent, contain, or [tea[ spills and <br />unplanned dischazges; <br />d. A list which includes the volumes or quanti[ies of all materials used, processed, or stored a[ the facility which <br />represent a poten[ial spill threa[ to surface waters. The loca[ion of stored material shall be indicated on the facility <br />plot submitted for item c; <br />
