Risk Identification and Assessment - The SW MP shall assess the potential of pollutant sources at the mine to
contribute pollutants to Stormwater discharges associated with mining activity. Each of the following shall be
evaluated for the reasonable potential of contributing pollutants [o runoff:
loading and unloading operations;
outdoor storage of chemicals or equipment;
outdoor milling or processing activities;
historic mine drainage;
tailings ponds:
crushing facilities or significant dust and particulate generating activities;
on-site waste disposal practices; and
stockpiles of overburden, raw material, intermediate products, byproducts, finished products or waste
products.
Factors to consider include: the toxicity of the material; quantity of chemicals used; amount of material
processed; the likelihood of contact with Stormwater; and history of significant drainage, leaks or spills of toxic
or hazardous pollutants. In each case where stomtwater pollution potential e:~isls, appropriate preventive
measures must be identified and implemented.
c. Preventive Maintenance - A preventive maintenance program shall be included. The program shall involve
maintenance of Stormwater management devices (e.g., maintenance of dikes <zparating mine drainage from
Stormwater, cleaning oil/water separators and catch basins, etc.), as well as maintenance of equipment and
systems [o prevent conditions that could cause breakdowns or failures resulting in discharges of pollutants to
surface waters.
d. Cood Housekeeping - Good housekeeping requires the maintenance of a clean, orderly facility. This part of
the SWMP should address cleaning and maintenance schedules, trash disposal and collection practices, grounds
maintenance, etc.
e. Spill Prevention and Response Procedures -Areas where potential spills c:in occur, and their accompanying
drainage points, shall be identified clearly in the SWMP. Procedures for cleaning up spills shall be identified in
the plan and made available to the appropriate personnel.
f. Best Management Practices - The SW MP shall contain a narative description of the appropriate Stormwater
management practices for [he Eagle Mine Complex. Based on an assessment of the potential of various sources
at the site to contribute pollutants to stomwater discharges associated with mining operation, the plan shall
provide estimated dales of compliance for when the measures determined to tie reasonable and appropriate shall
be implemented and maintained. Any existing controls should also be discussed. The description of the BMPs
shall include:
(i) Stormwater diversion: Describe how and where stomtwater will be diverted away from material handling
and storage areas to prevent Stormwater contamination.
(ii) Materials handling and spill prevention: Where materials can impact stortnwaler mnoff, practices that
reduce the potential for contamination shall be described and implemented.
(iii) Sediment and erosion prevention: Describe practices that will be used to reduce
erosion and prevent sediment delivery to State waters.
