A letter <br />from Mr. Bear authorizing this transfer of responsibility is <br />provided as Attachment E to this application. <br />Method of Transport <br />The excavated material, consisting of unconsolidated colluvium, <br />will be transported from the silo construction site via dump <br />trucks to the disposal site. Access to the disposal site will be <br />via the access road formerly used by Bear Coal Company during <br />mining operations at Bear Mines 1 and 2 and shown on Attachment <br />D. An additional 400-foot segment of light-use road will be <br />constructed from the access road to the stockpile site. The road <br />will be constructed in accordance with the applicable <br />requirements of Section 4.03.3 of the Regulations of the CMLRB. <br />for Coal Mining. The roadway boundary will be staked to ensure <br />• that the trucks access the stockpile on this roadway only. <br />Pile Construction <br />The excavated material will be placed in two-foot horizontal <br />lifts in a controlled manner and wheel-compacted to ensure mass <br />stability and to prevent mass movement. The pile itself, once <br />completed will be approximately 600 feet long x 150 feet wide <br />with .side slopes not to exceed 2h:1v. The stockpile will cover <br />approximately two acres of land. Construction of the pile is <br />expected to take approximately three to four weeks. <br />The area was previously disturbed by Bear Coal Company far <br />surface facilities, stockpiles, etc. far Bear Mines 1 and 2. The <br />area has been partially reclaimed, i.e. regraded, contoured and <br />reseeded. However, since topsoil material was not replaced, no <br />• stripping of topsoil prior to construction of the light-use road, <br />stockpile or sediment control features will be necessary. <br />-2- <br />
