Your plan also states that "Revegetation will be considered successful <br />when it has achieved 70 percent of the total pre-mining vegetative ground cover <br />of the selected reference area and has survived three growing seasons following <br />the last seeding or fertilization operation . Rule3. I.10(1) is the standazd the <br />Division will use to determine compliance performance standards. Please make <br />appropriate changes to this section of your plan. <br />Done. See Reclamation Eahibit. <br />18. Your plan includes using a perimeter fence around the Parkdale Project to protect <br />reclamation from the public and livestock. Is the entire proposed permit boundary <br />fenced? Will livestock grazing be conducted by the landowner or others within <br />the permit boundary? During the pre-operation inspection Bill Fehr stated that the <br />property will also be used as an operating ranch. How will you protect new <br />reclamation from livestock damage? <br />The proposed permit boundary will only be fenced on the southern border <br />along the railroad right of way. The existing fence will be used for this <br />purpose. The entire permit area is land locked from the public due to the <br />Arkansas River and only 1 bridge on County Road 157 to access the <br />property. County Road 157 will be gated at the entrance to the permit area, <br />locked when operations are not active and posted for no trespassing. No <br />decision has been made about future livestock grazing on the ranch. Any <br />livestock will be fenced to the west or northwest using existing fencing at the <br />start of reclamation. <br />19. The Fremont County Weed Boazd and the Fremont County Soil Conservation <br />District have expressed a concern that leafy spurge which heavily infests the <br />property and is a noxious weed could be exported from the ranch. You have <br />stated in your section 2.1 1 that a project specific Noxious Weed Management <br />Plan will be developed in cooperation with the County Agent. Please provide a <br />copy of that plan to be incorporated into your reclamation plan. <br />The applicant had Cedar Creek Associates survey the permit area for leafy <br />spurge, prepare a Noxious Weed Management Plan, have the state office in <br />Fort Collins review the plan, had the plan submitted, amended and approved <br />by the Fremont County Weed Board and had the plan approved by the <br />Fremont County Planning and Zoning Department.
