STATE OF COLORADO <br />COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT '~~ coro <br />AIR POLLUTION CONTROL DIVISION <br />TELEPHONE: (303) 692-3150 <br />~ X876 <br />CONSTRUCTION PERMIT <br />PERMIT NO: 11ME670F121 <br />June 27, 1995 INITIAL APPROVAL <br />DATE ISSUED: Modification No. 1 <br />ISSUED TO: Powderhorn Coal Company <br />THE SOURCE TO WHICH THIS PEAMIT APPLIES IS DESCAIBED AND LOCATED AS FOLLOWS: <br />Cameo coal mining facility located at NE 1/4 Section 28, T10S, R98W, North of I-70 at <br />Cameo, Mesa County, Colorado. <br />THE SPECIFIC EQUIPMENT OR ACTIVITY SUBJECT TO THIS PERMIT INCLUDES THE FOLLOWING: <br />Material handling, stockpiling, and hauling associated with Roadside+Nortb.Mine (formerly <br />• known as Cameo No 1) surface mining activities in area 3. <br />THIS PERMIT IS GRANTED SUBJECT TO ALL RULES AND REGULATIONS OF THE COLORADO AIR <br />OUALITY CONTROL COMMISSION AND THE COLORADO AIR QUALITY CONTROL ACT C.R.S. 125-7.101 <br />et seal, TO THOSE GENERAL TERMS AND CONDITIONS SET FORTH ON THE REVERSE SIDE OF THIS <br />DOCUMENT AND THE FOLLOWING SPECIFIC TERMS AND CONDITIONS: <br />The fugitive particulate emission control measures listed on the attached page (as proposed in the <br />Fugitive Particulate Emission Control Plan submitted to the Division) shall be applied to the fugitive <br />particulate emission producing sources as required by Regulation No. 1. <br />2. This permit is for mining related activities as described above only. Any process equipment li.e. <br />crushers, screens, etc.) to be located at this site must have a separate permit from the Division. <br />3. At all times, including periods of start-up, shutdown, and malfunction, the facility and control <br />equipment shall, to the extent practicable, be maintained and operated in a manner consistent with <br />good air pollution control practices for minimizing emissions. Determination of whether or not <br />acceptable operating and maintenance procedures are being used will be based on information <br />available to the Division, which may include, but is not limited to, monitoring results, opacity <br />observations, review of operating and maintenance procedures, and inspection of the source. <br />4. The Division's approval of the proposed control plan is based on the submitted production level as <br />listed below. Prior to any increase in daily or annual production rates, the applicant shall submit <br />a Revised Air Pollutant Emission Notice and Control Plan which will be subject to Division review <br />and approval to ensure compliance with the National Ambient Air Quality Standards for particulate <br />• matter. Annual records of the actual production rate shall be maintained by the applicant and <br />077/0082/002 <br />5 Rev. 3-1-96 <br />
