Rule 2: Permrls <br />• Each person entering the Permit Area during regular mine operating hours will receive <br />information covering the use and meaning of the blasting warning and all cleaz signals at the <br />guard station located near the mine entrance. Information regarding the blasting warning and all <br />clear signals will also be posted on the blasting sign located next to the road near the mine <br />entrance. <br />Information regarding the blasting schedule and warning and all clear signals will be included <br />with the material that is mailed annually to companies whose employees regularly work within <br />the permit area or within one-half mile of the blasting site, local governments and public utilities, <br />the Primero Middle/High School and to each owner of a residence located with one-half mile of <br />the blasting site (names and addresses of all parties to be notified are listed on Table 2.05.3-3). <br />Exhibit "A" on pages 2.05-37b and 2.05-37c is an example of the letter to be mailed to these <br />individuals. <br />Additionally, LCC will have the instructions concerning the meaning of the signals published in <br />the Trinidad Chronicle newspaper. Any changes in the meaning of signals will be immediately <br />published in the Trinidad Chronicle. The blast schedule will also be published in the Trinidad <br />Chronicle at least 10 days, but not more than 20 days, before beginning the blasting program. <br />The blast schedule will contain, at minimum, the information required by Rule 4.08.3(2). The <br />blast schedule will be republished in the Trinidad Chronicle every twelve months. <br />Residents and owners of dwellings or structures which are located within one-half mile of the <br />azeas affected by surface blasting activities will be notified no less than twenty-four hours prior <br />• to any surface blasting, or less frequently as each resident occupant approves in writing to the <br />Division. These individuals will be notified by telephone or in person. <br />All surface blasting will be conducted between sunrise and sunset as indicated by the Internet <br />website "sunrisesunset.com." Deviations from the schedule may occur as a result of unforeseen <br />safety hazards and blasting may occur at unscheduled times. Blasting may occur at night if an <br />unavoidable hazazdous condition occurs and the blast cannot be delayed until the next day <br />because of a potential safety hazazd. Like any deviation from the posted schedule, a night blast <br />will not occur until all persons living or working within '/z mile of the blast have been orally <br />notified. If an unscheduled night blast is required, a complete report will be filed with the <br />Division within three days. The report will include a description of the reasons for the delay, why <br />the blast could not be held over to the next day, when the blast was actually conducted, the <br />warning notices given, and a copy of the report required for every blast. In the event of a change <br />of schedule, all persons within '/z mile of the blast will be orally notified by an LCC employee <br />before blasting would occur.
