Earth dams will not be utilized to impound or route waters and there are no planned earth <br />dams to be used with this operation. <br />In general the only activity expected to affect water impoundment on the site would be <br />excavation of the mining areas. The only anticipated fill will be for stockpiling purposes <br />and will be minimized to the greatest extent possible. These stockpiles will be aligned <br />and placed to avoid any water impoundment. <br />WII If <br />All aspects of the mining and reclamation plan shall take into account the safety and <br />protection of existing wildlife on the mine site, processing sites, and along access roads <br />to the mine site. Special attention has been given to critical life cycle periods. <br />Wildlife habitat management and creation is the major goal of this reclamation plan. The <br />proposed lake system, croplands, and associated shoreline reclamation will prove to be <br />a complementary habitat for the existing Arkansas River lowland riparian habitat. <br />ToQgolllna <br />Topsoil shall be stripped from the proposed mining site prior to removal of subsoil <br />materials. The topsoil will be stockpiled in a segregated area from the subsoil materials. <br />For any topsoil stockpile that is to remain beyond one growing season, seeding shall be <br />introduced to insure a vegetative cover to preserve the topsoil from erosion. Topsoil <br />stockpiled for shorter time periods will not be seeded. In general, the mine operator will <br />backfill proposed shoreline reclamation areas and grade topsoil on this backfill at the <br />earliest possible time. <br />On the area proposed for mining there is very little woody vegetation, this area is <br />exclusively irrigated cropland. The lowland area immediately north of the Arkansas River <br />contains dense scrub vegetation, and a levee. However, this mining plan utilizes a <br />minimum 400 foot setback from most of the woody vegetation and any existing vegetation <br />with in the mining area will be stripped and stored with the topsoil materials. <br />Topsoil stockpiles will be stored in a manner to minimize drainage and wind erosion. <br />Stockpiles will be in a windrow configuration to minimize any effects to the Arkansas River <br />floodplain. Stockpiles shall be located in areas where disturbance by ongoing mining <br />operations are minimal. Once the topsoil has been stripped and stockpiled it shall be <br />rehandled only once, to be replaced upon the disturbed area as cropland and shoreline <br />topsoil. Topsoil will be stockpiled in areas where mining operations will not require later <br />relocation. Topsoil will be stripped off a 15 to 20 acre area at any one time for mining. <br />Disturbances greater than this at any one time shall be on the basis of necessity for large <br />scale construction demands for resource materials, with the reclamation timetable not to <br />be extended and continual reclamation to be observed at all practicable times. It is <br />expected that the topsoil materials encountered on the site will be adequate to sustain <br />the reclamation vegetation. <br />E-3 <br />
