As mentioned above in Exhibit D, #3, we would recommend an <br />inexpensive soils test fr•oin the CSU soils lab to determine requirements <br />for a~nendinents. <br />6. We would strongly recommend the addition of hay mulch (organic <br />matter contribution and moisture retention) to help promote successful <br />revegetation. The application's statement that mulch is not required <br />because of the high gravel content of soil is unacceptable without data <br />to support this claim. <br />7. A time of planting should be provided. <br />8. The final drainage plan provided is conceptually adequate but some <br />basic information should be given to characterize peak runoff discharges <br />to these channels. <br />9. A discussion should oe provided of the disposition and expected <br />volume of groundwater per the overall final drainage scheme. <br />lU. Grazing of re vegetated areas should be prohibited until the <br />vegetation has had an opportunity to fully establish itself. How will <br />this be accomplished? <br />11. Why must ttie E-W Road be reconstructed -- and not reclaimed -- upon <br />completion of mining? <br />Exhibit G -Water Resources <br />1. The State Engineer's Office has been forwarded a copy of the <br />application. We will send you a copy of their comments once we receive <br />them. <br />2. Please provide some information on well IVo. 0184U1 (depth, <br />location, elevations, etc.). <br />Exhibit H - Wildlife <br />Please have the Division of Wildlife comment on your wildlife impact <br />assessment. <br />Exhibit L - Reclamation Costs <br />1. The proposed reclamation costs exhibit is somewhat difficult to <br />interpret. We would prefer to see data based on a cost/yrd3 basis for <br />earthwork and topsoil replacement as determined from the Catepillar <br />Performance Handbook and the Rental Blue Book for Construction <br />Equipment. Also, the proposed costs should include fertilizer and <br />mulching. <br />
