I <br />Mr. Ryan -2- August 30, 1g83 <br />3. Tfre operator should provide some data to justify mixing of A, B, C <br />topsoil horizons. Such data should include comparisons in available N, <br />P, K, pH, and oryanic matter. <br />4. The application should include a plan for salvage/staoilization of <br />topsoil from the plant site and ponds. <br />5. The application should indicate how the operator will comply with <br />Rule 1.56(5). <br />6. The applicant should contact either the State or County Health <br />Department for information governing septic systems in permeable <br />materials. <br />7. The application should state how spills/seepage of liquid asphalt <br />and oil from the batch plant will be prevented and contained. <br />8. The application does not discuss how the ponds will be constructed, <br />or the nature of materials and their size gradation to be used. Also, <br />information should be provided as to where silt (from clean-outs) will be <br />deposited and how it will be used. The application should provide a <br />discussion of stability and justify the use of slopes less than 2:1. <br />D. If any chemicals are used in the process plant and incorporated <br />into the effluent waters, the application should address the nature of <br />these chemicals and potential communion with groundwater via the ponds. <br />10. The application is deficient in the discussion of groundwater. The <br />yroundwater patterns map tends to imply that flow is governed by the <br />bedrock topography. However, it is not stated how structure contours <br />were determined or, likewise, the elevations (depths to) and extent of <br />groundwater. The application does not give any information pertaining to <br />a yroundwater gradient, yields, permeability of alluvium, underlying or <br />stratigraphic characteristics, or any other information that would allow <br />an accurate assessment of pre-mining conditions or potential impacts <br />imparted by the operation. <br />exhibit E - Reclamation Plan <br />1. The Division is concerned that a minimum of only 8-12" of topsoil <br />placed over a clay-rich base will not afford for adequate soil moisture <br />retention, and root penetration, and thus question whether long-tens <br />successful re vegetation could be achieved. We therefore recommend that a <br />minimum of 12-18" of topsoil/yravel be used (this may require that 6"+ of <br />yravel be left in place). <br />2. The application should provide more specific information on how the <br />ponds will be reclaimed. <br />3. If site conditions warrant broadcast seeding (extremely rocky, <br />etc.) then provisions should oe given to insure that adequate coverage of <br />the seed will occur. <br />
