Fire suppression equipment must be available to all personnel working at the project site. <br />Equipment must include at least one hand tool per crewmember, consisting of shovels <br />and Pulaski's, and one properly rated fire extinguisher per vehicle and/or internal <br />combustion engine. <br />10. All gasoline, diesel, and steam- powered equipment must be equipped with effective spark <br />arresters or mufflers. Spark arresters must meet USDA -FS specifications discussed in the <br />"General Purpose and Locomotive (GP/L) Spark Arrester Guide, Volume 1, April, <br />1988"; and "Multi- position Small Engine (MSE) Spark Arrester Guide, April, 1989 ". In <br />addition, all electrical equipment must be properly insulated to prevent sparks. <br />' 11. The Licensee would be held responsible for damage and suppression costs for fires <br />started as a result of operations. Fires must be reported to the USDA -FS as soon as <br />possible. <br />12. The USDA -FS reserves the right to suspend operations during periods of high fire <br />potential. <br />13. Prior to commencement of any activities, the Licensee would prepare and submit to the <br />USDA -FS an emergency plan of operations in case of accidental ignition at a well -site or <br />drill pad. <br />Water Resources <br />1. All drill holes must be plugged in accordance with Federal and State regulations. <br />2. Any exploration drill holes that encounter water and are selected to become long -term <br />ground water monitoring holes would need to be approved by the USDA -FS. <br />Reclamation <br />1. Reclamation of pad sites and road decommissioning would involve regrading to <br />approximate original contour, reestablishing drainage, soil replacement, and reseeding the <br />disturbed areas. Reclamation activities would commence immediately after drilling <br />activities are complete. New temporary roads would be decommissioned by obliteration <br />once no longer needed for access. The land surface would be returned to approximate <br />original contour, and seeded with the approved seed mix for National Forest System <br />lands (Vegetation, Range, and Fire Management Condition #3). All disturbed areas shall <br />be seeded with the approved seed mixture immediately to prevent noxious weed <br />infestation. The point of access (where applicable) would be blocked as directed by the <br />USDA -FS so to prevent motorized use of the obliterated road. To discourage access and <br />use of reclaimed areas, natural barriers and signs would be placed near the point where <br />project roads that have been obliterated. The USDA -FS officer would identify barrier <br />locations and techniques. <br />2. All drilling fluids, mud and cuttings must be contained on the project site in mud pits or <br />portable containers. The pit must not be used for disposal of garbage, trash, or other <br />refuse. Unattended pits would be fenced to keep out livestock and wildlife. <br />2 -10 <br />
